WATTS: "They have gone after a targeting pattern that mirrors what you would have seen from al Qaeda Iraq that eventually became ISIS, going after Shia Muslims, going after all nation states and even threatening major countries like China, Iran, and Russia. In part that is because many of the foreign fighters to Afghanistan in the final years of ISIS growth were actually from Russia. This is from Chechnya and other regions, Tajikistan which has come up today. Many of those parts of the former Soviet states have people that have joined the Islamic state, which makes it more able to actually go back into the border. I think bigger picture they have done attacks beyond just this one in Russia."
